first back in 1993, the city had adopted a law that created an 8 foot bubble zone around anyone who is within 100 feet of any abortion business, on january 30th, 2013, i was cited two times in violation of the bubble zone for blocking a white zone, both of the violations were dismissed. second, around four or five months later, planned parenthood filed for a permit for a white zone that would prevent me for parking my life truck that was covered with posters of the innocent aborted babies the permit was granted. three or four months later they filed for an amended white zone that would prevent me from placing any standing posters on the white zone it was granted. on august 13th, 2012 i was cited in violation of the amended white zone for obstructing the zone, violations are pending, fourth, now a 25 foot bubble zone to make it difficult for a prolifer to communicate with the patients by considering what i just stated doesn't this look like a well planned process by planned parenthood and the city of san francisco to eliminate justifiable free speech. this is concludes what he asked me

how the by law works is that our by law officers, any graffiti that comes up is at their discretion. so, whether they determine what is on the property is a nuisance and it allows us to keep our mural programs running. it allows us to look at individual situations. early on we had one situation where there was a property owner dispute between two neighbors where one had painted a sunflower on her garage and the other neighbor didn't like it. and the officer clearly made the distinction it was put on with permission. so, permission is considered in the decision-making process, but it's not an overall factor. so, if the by law officer had determined that that was a nuisance, the property owner would have been forced to remove it, but in this situation made a determination that it wasn't a nuisance, that it was put on, it wasn't detracting from the neighborhood and it was allowed to remain. it gives the officers a lot of leeway. we are looking at what toronto is doing right now in terms of possibly coming up with a way of retroactively approving pieces of art that are on murals that at

(applause) >> we have another answer. >> if i might very quickly. >> yes, of course. >> i have worked with aerosol with youth on murals as well as individual projects. i've also done collage. we've done paint pens. we have used a number of different things from silk screen t-shirts to making logos. my experience with these youth is you might engage them through graffiti. you don't have to use arrow zoll. it's expensive. it's anywhere from 8 to $14 a can wherever you get it. and you also have to then worry about protecting the eyes, the hands and the proper respirator which could be 35 to $50 apiece per youth. so, to me it's a really expensive way to engage that graffiti side of the artistic or creative behavior. at the same time, montana wants their name out there.

we support the governor, mainly law enforcement and the fire services here in the state. we tend to do more emergency missions every year than any of the 53 states and territories combined. so, we have quite a bit of experience. with that experience has come a wealth of relationship building that's key to success and any disaster response is being able to work with the inter agency. we're in a unique position because in addition to my federal responsibilities for commanding both the army and the air national guard, i also serve as a member of the governor's cabinet and with that i work on a daily basis with all of the other state level assets and resources, cal ema, cal fire, the highway patrol, health and human services and all the other state entities that would respond to support local authorities. we have a full-time liaison officer embedded in cal ema that works there 7 days a week, 5 days a week to continue to develop and build that relationship. we exercise regularly at all levels of government. we exercise heavily with the local governments to plan and prepare. an

here, medical resources and law enforcement are owned by the governor which, as established, comes from the turkish government. fire fighters and things like public works are owned by the municipality. let me tell you about budget discrepancies. the fire department, i got to tell you, when i went and i met with the fire chief, that one left a mark. their fire department was red tagged but they didn't have a place because it was so cold to house their engines because you can't leave diesel engines out in the cold, just doesn't work too well, so they still had to use the facility but they housed the personnel in two tents out in front. their headquarters is one tent and their dorm is another tent and they welcomed us in there, didn't even think twice. and in the story of what it was like there, for a community of nearly 700,000 people, their complete complement of fire fighters that were on duty, their professional staff, was just over 40. they had 4 pieces of apparatus. the newest of which was over 10 years old. they kept it together literally with duct tape and baling wire and that's wh

presently, there is not adequate enforcement of vehicular laws on bike lanes. i give you valencia street as the most prominent example. it usually has double-parked vehicles on it, interfering with the safe bicycle use of the bike lane. i have concerns -- i've been a private bike user for 20 years and i am concerned that one of the effects of this program might be to discourage private bike use. i don't want to feel any pressure that i can't use my personal bike whenever i so fit. i have some privacy concerns. i believe that you will be monitoring the location of all of these bicycles. i believe the database so created will be out of the control of the users.

so the force was at the beginning just to distribute the aid and at the end start doing law enforcement when the government declared catastrophe and the president gave us the authority to do that. so we move the army inland, next the navy in the coastal communities and in san feir fernandes island and doing an airlift to the most affected area. sanfernandes island is a very small island, only a thousand people living there, but it was completely destroyed. that's what we found when we arriving there, debris everywhere, and as you can see that was the port and the square before, and that was after. so the change is, it's quite impressive. the same was a local pier and a school. that was a school. nothing. so we put in the navy, the navy put them in there two, three combat ships, type 23's and l ship and transport plus mtaa aircraft transport, aircraft and hell helicopters to try to help people in there. we used the ships to deliver food, clothes and all that stuff without any problem. also we helped in different matters that the navy can do that. for instance here was with divers and wit
